Based off my buggy ID chase last week It looks like an early EMPI metal body that youcould buy the plans for.  These predated the fiberglass bodies.
Just throwing it out there, that is what it looks like to me.

Wrong KC  That is no EMPI Sportster. I built a Sportster from the EMPI plans in '61 and that was my 2nd Buggy which was a rag'd out '55 CV Bug. I had the first "off road" VW in Chatt. That was in '59. After that those "critters" started showing up everywhere around here. I have photo's.  Cheap fun. I paid $50 bucks for the '55 and drove it home from the "Triangle".

I didn't get on here yesterday . . . my first thought was it's either home made or possibly and EMPI Sportster gone wrong.  It's been several years since I've seen a Sportster.  Now that that's not an option, I'm gonn'a have to say home-built, one of a kind buggy.  Might not be the best looking buggy around, but I bet with a little TLC, it'd be a blast to drive in the woods.
