Inspector Cluesou (not so sure on the spelling)
Another Alan Arkin movie...he plays the famous Inspector of the Pink Panther fame.  The movie was set in Europe, specifically in Switzerland for most of it.  VWs, Mercedes, and other strange looking vehicles were everywhere.  Another funny movie, too.
