Any idea what this might stand for?

I've never seen one of those. And my Googling has failed to turn up anything relevant, either. I can't find anything meaningful that S.O.B.E.R. would stand for, especially in the context of an upside down beetle.

I'd also ask on The Samba, I bet somebody there knows something about it. I'd love to know myself.

I slightly remember seeing a samba posting for a post card from that organization.
Based off remembrances of the listing, the group was like a M.A.D.D. organization that went around in Beetles and talked about drunk / drugged driving and the dangers there of.

That is all I have, the postcard showed allot of June Cleaver types standing around a beetle marked with the S.O.B.E.R. logo.

I think the beetle was the inlet to the "misguided" hippie youth of the time.

Any markings along the edge of the button?
Sometimes they used to mark the edge where it was bent around the base with a production year on some of the old political buttons I have seen.

It is painted metal over steel back with pin, right?
No plastic over the top cap, right?

Good clue, KC!

The construction is as you described. On the edge is "HORN CO. PHILA 19126"

so, just the manufacturer. New enough to have a ZIP code, though.

I posted a pic on thesamba.

Here's a possibility from thesamba:

"How about Slow On the Bottle Enjoy the Road. At least that's what I remember it standing for."

When I was searching last night I ran across a group that used SOBER as an accronym for  "Staying Off Booze Equals Recovery"
