Please help.. 2001 Volkswagon New Beetle

I am having a problem with my VW Beetle, the AC was woring great Monday night and Tuesday morning when I started to work the AC will not come on at all. The dealer tells me it is either the fan or a coolant Module, can someone give me some advise or tell me where this module is located so I can try to check it or change it myself, the dealer wants 250.00 to replace this part. Thank you for your help in advanced..

fan control module is located under the battery tray, you can see  it from below but have to take the bolts out from above (battery/ tray taken out)... do the fans work at all?  just one of them?.....
I am a bit confused?  Do they mean itt needs the module, the fan or both?

Forgot to clarify... small black box, two large electrical connectors on it...

( the fan module)

the engine cooling fan comes on but when i push the AC button inside the car the fan or the compressor will not kick on. i replaced the 3 30amp fuses on top of the battery and still no AC. i think the dealer just told me it was the fan or the coolant module to get rid of me. it was working perfect and when i came out of the dr. office it wouldnt work. im hoping its nothing major.if you need to ask me any questions to help solve the problem please ask i'll reply quickly.. i love the car but being a single mom its hard to pay for these costly repairs. thank you kindly
