You can start by adjusting them to a lower setting and see what happens. If it's still sitting too high when they are adjusted to the lowest setting, they need to come off.  If it's still sitting too high, re-index your torsion rods . . . and go back with stock shocks.  Stock shocks do not have a spring around them and do not affect the ride height of the car.

It's best to adjust them with the correct spanner, but if you don't have it . . . maybe a pipe wrench?

Is it better ( easier  ) to adjust the adjust a shocks on the back of my beetle while the car is jacked up with out the weight on them or with the weight on them sitting regular on the ground. Just checking before i attempt it.

Take the weight off of them first.  Less pressure = easier to turn.

Thanks Zen, thats whatmy mind was telling me. I have the hydrolic jack ready and the pipe wrench on the way so i may attempt it later if i do not have to work today. The only thing i am thinking of is how the beetle will look and drive if it does drop in the rear if i do not get the front done for short bit. Should be interesting.
