Help Needed (2000 New Beetle)

The club recieved the following email. Can someone offer some advice or help?

I have a 2000 VW Beetle that has a water leak somewhere...need my OBC reset to pass emissions test in Hamilton County, and my oil dip stick tube/casing that goes down into my engine block is broken (someone before I got the car had it repaired prior by "glue" of some sort---and I need someone who is:affordable" to help me. I have been unemployed for 6 months after my divorce and begin a new job as a Secial Education teacher this week and need my car to remain employed. I don't know who to trust to repair what I need and can't afford - I am sure - the VW dealership to fix my car. They told me it would be $90 just to reset my OB computer. Can you help me? Please???

is that one of the codes that any scan tool can clear? like the ones autozone uses that will do it for free?

Yes, and no.  The problem is that even if there are no further problems, you still need to set the Readiness code for the fuel injection system after clearing any faults to pass a local emissions test.  If the code isn't set, then it basically throws up a red flag that you've just attempted to clear the codes and no repair may have been made.
Usually, a readiness code should set over a couple of driving cycles, but sometimes they need a little help doing so
