body work - rust removal

What is the best way to remove rust from the beetle body? Especially the little patches where the paint is bubbling up from the rust underneath. When I sand these areas down to the metal there is still a patch of metal that is blackened from the rust. Is this just discolored or is it actually rust and if so how do I totally remove it (aside from cutting it out).

I'm not expert on removing rust (my theory is it'll eventually dissapear  :D ) but there are several good products out there today to treat surface rust.  They chemically react with the iron oxide and turn it a deap blueish-black color . . . it's supposed to be an excellent primer.  I've used some from off the shelf at Auto Zone that seems to work great.  Of course I've never actually used it to treat rust and then paint over it with "real" paint . . .    ???
